That’s why we want to highlight an essential part of the Federal Motor Carrier Safety Administration’s (FMCSA) Compliance, Safety, Accountability (CSA) program—a system designed to monitor and improve the safety performance of all carriers on the road.
What is CSA?
CSA is FMCSA’s data-driven safety compliance and enforcement program that evaluates the safety performance of carriers throughout their operation. This is a federal program, not specific to any company—meaning all carriers, regardless of their affiliation, must adhere to the same safety standards.
The CSA program consists of three key components:
1. Safety Measurement System (SMS)
The SMS collects and analyzes safety data from inspections, investigations, and crash reports (covering the last two years). FMCSA uses this information to prioritize carriers for interventions such as warning letters or investigations.
💡 Why does this matter?
• Law enforcement uses SMS data during roadside inspections and traffic stops.
• Carriers can review their safety data on the SMS website to monitor their performance.
• If a carrier believes there’s incorrect data in SMS, they can request a review through FMCSA’s DataQs process.
2. Interventions Process
If a carrier’s safety performance raises concerns, FMCSA may take action through an intervention—this could be a warning letter, investigation, or other enforcement measures. The goal is to:
✅ Identify and address safety issues.
✅ Provide corrective action plans.
✅ Implement penalties if necessary for non-compliance.
3. Safety Ratings Process
FMCSA assigns safety ratings based on an onsite investigation of a motor carrier’s compliance with federal safety regulations. A carrier may receive one of three ratings:
✔️ Satisfactory – Meets safety fitness standards.
⚠️ Conditional – Some safety concerns exist; corrective action is needed.
❌ Unsatisfactory – Serious safety issues; may impact operations.
💡 Important Note: Safety ratings do not apply to individual drivers, only to carriers. However, a downgraded safety rating can impact a company’s ability to operate and the types of freight they can haul.
